Nope, you're wrong. Save your money!

A bird's beak grows constantly, from the base, not the tip. The "flaking" or shedding that you see is the old layer of the beak flaking off. If the beak is deformed, overgrown, or otherwise affecting your bird's ability to eat, then yes, it should be seen by an avian vet; but simple flaking is a normal process and does not need medical attention.

TIP:
If needed, the flakiness can be diminished by using a nail file (not a metal one) to lightly "sand" the flaking edges; or provide your bird with a cement perch. Cement perches will help to keep the birds nails filed down, and often they will "wipe" their beaks on the perch, effectively filing off the flaky parts. (Remember to provide at least one additional perch of different material to prevent foot problems).
